Barbara A. Duncombe has over 20 years of general practice and dispute resolution experience with particular focus on government contracts and the health care sector.


With respect to her government contracts practice, Barbara works with clients to address questions or problems with public contract formation, performance, administration, payment and dispute resolution. She has represented prime contractors, subcontractors, and public buyers. Her practice includes analysis of contract problems and their resolution through claims, discussion, and dispute processes including all forms of Alternate Disputes Resolutions as well as litigation before Federal and state courts, boards of contract appeals, and the GAO.


Barbara also works closely with corporate health care clients to ensure compliance with Medicare/Medicaid, anti-kickback and physician self-referral rules.


Barbara understands the Federal regulatory challenges presented to the rapidly changing health care industry and is dedicated to counseling her health care clients on regulatory compliance, restructuring and employment issues. She also assists Medicare companies in adjusting to FAR based contracts as well as overseeing numerous compliance internal investigations to present voluntary disclosures or evidence of errors and corrective actions undertaken.


Barbara clerked before the then-U.S. Court of Claims in 1980 and then continued practicing in Washington, D.C., always in the area of Government contracts, until 1998 when she moved to Dayton, Ohio. She continues her practice from Dayton, commuting as needed to the Capital city.


Formerly the Director of the George Washington University Law School Government Contracts Program, Barbara lectures nationally and internally on government contract and procurement issues for the law school’s continuing legal education program, the United Nations, UNICEF, the World Bank, and the Panama Canal Commission as well as providing in-house representation for many corporate clients.
