Professor Day has practiced law in the oil and gas industry,
domestic and international, for over forty years. He has
advised oil and gas companies in connection with leasing
and licensing, refining, pipelines, price regulation, and
environmental matters. He has also counseled mining companies
on mineral extraction, safety, and environmental issues.
His international experience includes structuring energy
investments, joint ventures, and production sharing agreements
and the negotiation of oil and gas contracts in the Middle
East, Far East, Europe, and South America.
From 1970 to 1974, Mr. Day was the first Director of the
Office of Hearings and Appeals of the Department of the
Interior, where he promulgated its appellate regulations
and issued judgments on oil and gas cases and chaired the
Oil Imports Appeals Board. In 1974 and 1975 Mr. Day was
appointed by President Nixon to be the first Administrator
of the predecessor to the Mine Safety and Health Administration
in the Department of Labor.
Mr. Day teaches Oil and Gas Law, The Regulation of Energy,
and International Petroleum Transactions at the Washington
College of Law, The American University, and has written
several books on oil and gas. He currently serves as a
legal consultant to international petroleum, investment,
